iPhones with region codes like "AE/A" have FaceTime permanently disabled at the hardware level if a local Middle Eastern SIM card is detected. However, if you are running modern iOS and insert a Pakistani SIM card outside of those restricted zones, FaceTime will automatically appear on your home screen.
